I’d say moreso for 1 year old and I bought the 2-3tThey fit my 1 year old but I wish the head part was deeper as it seems a bit too shallow.I probably wouldn’t order again as the sizing seems off for us.. even though I used the size chart.Overall cute looking pattern hat but weird sizing.
